Graduated from the Faculty of Law at Kyoto University and earned a master’s degree in Philosophy, Politics, and Economics (PPE) from the University of Oxford. After joining the Ministry of Foreign Affairs in 1983, he held numerous senior posts, including Ambassador to ASEAN from 2010 to 2012 and Ambassador to Vietnam from 2020 to 2024, where he contributed to elevating Japan–Vietnam relations to a Comprehensive Strategic Partnership. In 2024, he was appointed as Ambassador in charge of Asia Zero Emission Community (AZEC). Since October 2025, he has served as Executive Director of the Center for Global Outreach at the Japan Institute of International Affairs.
